The Oak Harbor Arts Commission is seeking an artist to create and install a site specific artwork or artistic feature which will enhance an open green space within Fort Nugent Park. Applications must be received (not postmarked) no later than October 15, 2007. The project will be constructed and installed by the spring of 2008.   Three finalists will be asked to develop a conceptual proposal and to interview with a selection panel which will meet on October 29, 2007. The artwork should:  · Create excitement and interest for the community · Take into consideration the scale of the surrounding open space · Exhibit interactive qualities All media suitable for outdoor art shall be accepted. Media shall be durable, vandal resistant and shall pose no safety threats. There are at least three options for the location of the artwork including the entrance and two open areas near the large playground. Three artists will be selected to develop a preliminary conceptual proposal and to interview with the selection panel in Oak Harbor on October 29, 2007. The selection process will take place in three parts: 1. The members of the Oak Harbor Arts Commission Acquisitions Committee and representatives of the Oak Harbor Planning and Parks departments will review applicants’ digital images and other materials. The panel will identify three finalists who will be invited to develop a fuller presentation to be presented to the entire Arts Commission. 2. The Oak Harbor Arts Commission will interview finalists and recommend one artist to the Oak Harbor City Council.      3. The Oak Harbor City Council will review the Arts Commission recommendation and upon acceptance, commission the artist.  MATERIAL TO SUBMIT: 1. Current Resume 2. A written statement which addresses the artist’s preliminary concept for the project. The concept shall include design, materials, timeline and budget. 3.  Digital images of relevant work presented on a PC compatible CD or DVD. No slides will be accepted. 4. An annotated typewritten list identifying images by number and listing media, size ( H X W X D ), title, date and a brief description of the artwork if necessary. BUDGET: $11,000 The contract amount will be inclusive of all costs associated with the project including design fees, consulting fees, such as structural engineering or testing, permit fees, taxes, insurance, materials, fabrication, transportation and installation, including any site modification required, travel to and from the site and per diem expenses. CRITERIA SELECTION: Artists will be selected on the basis of the following criteria: · Artistic quality as presented in visual documentation of past work. · Good planning and communication skills and a desire and ability to work with other people. · Ability to complete the work on time and within budget. · Appropriateness of the artist’s medium, style and experience in relation to the project goals and settings. · Responsiveness of the application narrative to the specifications of the Call for Artists.The artist selected by the Oak Harbor Arts Commission will be notified in writing following the approval of the City Council. Notification of artists not chosen will follow in writing.  Â
