Overview
The Mountlake Terrace Arts Commission seeks artists to submit design proposals for a public art piece to be placed on city property near the fire station. The successful artist will contract with the City for the development and installation of the art piece. 

Fire Station Fire Station 19 was built in 2006 (intersection of 232nd St. S.W. and 58th Ave. W. in Mountlake Terrace).  The new 6,000 square foot facility has a lobby for services including blood pressure checks, as well as sleeping quarters for as many as five staff. The station also has apparatus bays for today’s larger fire response equipment and a secured garage below the station for police vehicles. The art piece should engage residents, businesses, and visitors.  It must be durable, easy to maintain and meet public safety and accessibility requirements.  The Art work will be place outside and will need able to withstand weather.   

Project Budget
The City has budgeted $25,000 for this project.  This amount includes the commission for the artists, materials, and installation of the artwork.  Recognizing that the artist will incur costs for materials, a payment schedule is negotiable.   

Proposal Submission
Proposals may be submitted by an artist or a team of artists.  The proposal shall include a description of the conceptual approach to the artwork and an illustration of the design.  The proposal shall include a description of materials that will be used, an itemization of the all costs, timeline and installation requirements.  The submission shall include a resume of the artist, examples of the artists’ work and a list of six references.

Selection Process and Criteria
A Selection Panel composed of two Arts Commission members, a Fire District 1 representative, a City Council member, and two community members.  This committee will review all proposals submitted.  Incomplete or proposals submitted after the deadline will not be reviewed.  The Selection Panel will select three to six proposals to be invited for presentation.  The City reserves the right to reject any or all proposals.  Designs not selected will remain the property of the artists or the teams of artists.
 
Proposals will be evaluated on the following criteria:

The theme/spirit of the artwork in depicting Fire Station 19

0-25 points.

The function of the artwork in relation to the Fire Station

0-25 points

Ability of complete the artwork with given budget and time schedule, 0-20 points

Good Planning and communication skills. 0-20 points.

The low maintenance and vandal resistance of the artwork, 0-10 points.

Artists, selected to make presentations, may use power point, slides or other visual means for illustration purposes, in addition to verbal presentation.  Presentations will be limited to thirty minutes with additional time for questions.  Presentations will be made to the Selection Panel and two representatives of City Government.  Presentation will be evaluated on the criteria above, with the addition of evaluation of 0-10 points for presentation skills and 0-10 points for references.
