Port of Everett The Port of Everett is party to a Memorandum of Agreement (MOA; 8/29/05), executed pursuant to 36 CFR Part 800, regulations implementing Section 106 of the National Historic Preservation Act (16 U.S.C. Section 470 f). As part of the MOA, the Port is to prepare an interpretive program as part of the 12th Street marina project in conjunction with its redevelopment of 65 acres of what is referred to as Port Gardner Wharf. The project involves 1.6 million square feet of mixed use development, 40% commercial/retail and 60% condos. The scope of the interpretive program is set out in the MOA and is: …"the site’s history and the influences of the lumber and shingle mills, boat building, and the commercial fishing industry on the development of Everett.” The site is located in Everett, Washington, along West Marine View Drive, and is bounded generally on the north by 10th Street, on the south by 17th Street, on the east by West Marine View Drive, and on the west by the Snohomish River. The Port has commissioned two local historians, Larry and Jack O'Donnell, to prepare a history of the site addressing the scope of activities set out in the MOA. That history will be completed by December 31, 2008. The Port is seeking qualifications statements from firms interested in developing the concept and particulars of the interpretive program. The Port will be responsible for any construction and implementation of the program itself, either with its own crews or with contractors. The Port will be working in partnership with the State Historic Preservation Office, Historic Everett and Washington Trust for Historic Preservation to develop the interpretive program. Interested parties must submit a letter of interest (one page, single side), together with a statement of qualifications. The statement of qualifications shall not exceed fifteen pages, two sided (thirty pages, single sided) of text/graphics, in addition to the letter of interest. The statement of qualifications shall include: 1. Examples of prior projects comparable with the one described. Ten (10) copies of the materials shall be submitted to the following: Port of Everett The Port must receive submittals at its offices by 5:00 PM, Pacific Time, Friday, September 19, 2008. Responses submitted thereafter will not be considered. Fax and electronic submittals will not be accepted. From the pool of those submitting qualifications statements, three to five companies will be chosen for interviews. Each of the finalists will be asked to provide a comprehensive proposal describing the approach it proposes to use for preparing the interpretive program.
